Currently there is no description of the services, but the full 0.8 release will have a help system where an explanation of all the services etc will be.

We're not sure when we are going to add it, but it should be for the final 1.0 release (whenever that's going to be).

When are planing to add unicode support? To me, as russian user, cause some small problems. I think, to other users with MUI too.

Create a skin that looks like that top bar
download a third party application which creates a menu like this.

This is ubuntu netbook edition, it will be hard to get the same interface in windows
what you can do: get ubuntu netbook edition (http://www.ubuntu.com/ netbook/get-ubuntu/ download). but this is a completely different operationg system, if you never heard of linux it may be hard to get started.
or you can, like Billi Berserker already said, create an skin for sharpenviro that looks like the top bar and search for an menu application. to create a skin is not easy, but it is possible. what i dont know is whether it is possible to find such an menu application...
